Caught with their pants down: Mankato couple arrested, charged for Walmart sex session

(Mankato, MN) – A Mankato couple that was court ordered not to have contact was allegedly caught with their pants down in a compromising situation at the Mankato Walmart parking lot Saturday .

Shantell Nei and Frank Donald Nei of Mankato, both age 32, were charged in Blue Earth County Court with indecent exposure.

According to the criminal complaint, police were called to a reported medical situation at the Walmart parking lot at 9:13 p.m. on August 4.   A witness had told dispatch that a man in a van was completely passed out while a “very drugged up” female was smoothering him with kisses.

The responding officer found the van, where Shantell Nei was reclined back in her seat with her pants down, while Frank Nei was leaned over performing oral sex on her.  Frank Nei was also exposed with his pants around his ankles.

Frank Neil and a witness told police that Shantell Nei had driven the vehicle because Frank had been drinking.  Shantell Nei initially told officers she’d taken sleep medication but denied driving.  She later admitted to police she drove because she wanted to perform a sex act on Frank Nei.  Field tests indicated her alcohol levels were at .17.

Shantell Nei does not have a valid license, according to court documents.  She was also charged with DWI and driving after suspension.

Police learned after they arrested the couple that there is an active domestic assault no contact order against Frank Nei, who is not supposed to have any contact with Shantell Nei.  Frank Nei was additionally charged with violating a no contact order.  He has a previous domestic violence related conviction from Hubbard County.
